Technical Service Providers - Utah NRCS
Utah's Technical Service Provider (TSP) program is intended to help provide
technical assistance to landowners and farmers, utilizing 2002 Farm Bill
conservation programs, through qualified technical professionals

TechReg - Register to become a Tech
Service Provider
TechReg is an Internet application, which
will make it easy for a Technical Service Provider (TSP) to register and become
certified and for USDA Customers to find certified TSPs. The premise behind the
TSP process is that the demand for technical assistance to do conservation work
is increasing and will exceed the current staffing capacity of the NRCS.
Technical assistance includes conservation planning and design, layout,
installation and checkout of approved conservation practices. NRCS has
traditionally provided these technical services and will continue to do so. What
is new is that USDA will now reimburse producers for technical services provided
by a USDA certified TSP. Go into TechReg
and follow the "Roadmap to becoming a TSP". You will need a USDA user ID account
and password. Instructions for establishing an e-government account are
available online or through a USDA Service Center. An even more streamlined
certification process is available to members of Certifying Organizations
already partnering with USDA. To date, USDA has approved MOUs with the American
Society of Agronomy and the Society of Range Management.
To use TechReg, a potential TSP must first go to a local USDA Service Center
and ask to be entered into the Service Center Information Management System (SCIMS),
and then ask to be registered for an e-government account. Once an authorized
USDA employee processes your request for an e-gov account, you will be issued a
user ID. A temporary password will be mailed to you within 7-10 days. Once you
receive your e-gov user ID and password, you will be able to gain entry into the
registration section on the TechReg site.

Why become a Certified Technical Service Provider?
For the landowner or farmer to receive reimbursement for technical services,
the service provider must be certified to provide that particular service.
Partner agencies, non-profit organizations, as well as private contractors and
businesses may receive certification through NRCS. Different tasks require
different certifications.

Training
NRCS is working with Federal, state and private organizations to provide
training to individuals interested in becoming USDA Certified Technical Service
Providers. TSP certification training courses, the 2004 schedule, related
training costs, are being developed.
e-FOTG
Utah’s Field Office Technical Guide (FOTG) is the resource for all
conservation practice standard and specifications. Contact the local field
office for assistance with portions that have not been published to the
eFOTG website.
Technical References
Though much of the information needed to design and apply conservation
practices is provided in the Field Office Technical Guide (FOTG), some may not
be. Excellent sources of technical information may also be found on the
Utah NRCS Website and the
National NRCS Website.
