Pandemic Planning: Examples of State and Local Plans and Planning Efforts

The Department of Education has gathered information on state and local pandemic planning efforts to help others begin or refine their pandemic influenza plans. After examining plans and information from school districts across the country, a panel of experts in the field of emergency management identified the following as examples of strong planning efforts or useful resources.

As with all emergency management plans, these plans and efforts are works in progress. As new information emerges, we will provide additional sample plans and resources on this page.

Local Educational Agencies

  • Broward County Public Schools, FL  PDF (327K): This plan was chosen as an example of a planning framework that employs the phases being used by the World Health Organization.

  • Contra Costa County Health Services, CA: These resources provide sample communications to parents and families in the event of a pandemic, as well as flow charts for actions and models for disease surveillance.

  • Orange County Department of Education, Costa Mesa, CA: These resources provide examples of sample communications to parents and families.

  • Seattle Public Schools, WA  MS Word (132K): This is an example of a plan for a local educational agency. Seattle Public Schools continue to refine their continuity of operations and business continuity plans.
