Inputs: National Research Agenda (NORA)

The National Occupational Research Agenda (NORA) is a collaborative program to stimulate innovative research in workplace safety and health. For the past 10 years NORA has served as a framework to guide occupational safety and health research-not only for NIOSH but for the entire Nation. Before NORA, no national research agenda existed in the field of occupational safety and health, and no research agenda in any field had captured such broad input and consensus. Numerous partners, employers, employee organizations, government, the academic community, and the general public provided significant input into the development of the agenda.

Sector Based Approach

NIOSH and its partners will form eight Sector Research Councils that will include participants from academia, industry, labor, and government. Each Council will draft sector-based research goals, objectives, and action plans. These agendas will provide guidance to the entire occupational safety and health community for moving research to practice in workplaces. In addition, a Cross-sector Research Council will be formed to identify opportunities for common research across sectors. 

Sector definitions follow the North American Industry Classification System (NAICS), which has replaced the U.S. Standard Industrial Classification (SIC) system. More information about NAICS can be found on the U.S. Census Bureau North American Industry Classification System page. NAICS provides definitions for 20 sectors that NIOSH aggregated into eight sector groups as follows:

NORA Sector Councils

NORA Sector Councils develop and maintain sector-specific research agendas. In addition, a Cross-Sector Council coordinates priorities that affect multiple sectors and groups of workers. Representing all stakeholders, the councils use an open process to set goals, develop strategies, encourage partnerships, and promote improved workplace practices.

Town Hall Meetings Being Held to Obtain Public Input

NIOSH is hosting public meetings to seek input from individuals and organizations on important research issues and agendas. Input from government, business, the worker community, academia, and others is essential for planning the future directions for the eight different industry sector groups. Each meeting will be structured to provide an opportunity for regional and multisector input during the morning, followed when appropriate by an afternoon session to focus on individual sector issues. The public meetings are open to all workers, professional societies, organized labor, employers, researchers, health professionals, government officials and elected officials.
