About the Fiscal Year 2008 Outreach Grant Competition

On Nov. 19, 2007, FNS released a request for applications for outreach grants for fiscal year 2008.

The purpose of these grants is to implement and study effective strategies to inform and educate potentially eligible low income people not currently participating in the FSP about the nutrition benefits of the Food Stamp Program, eligibility rules, and how to apply. At least $1 million, contingent upon availability, is available for grant awards under this competition. The maximum grant award is $75,000.

Entities eligible for these outreach grants are private non-profit organizations, including community and faith-based organizations, and public entities with the exception of State and local FSP agencies. Applicants will apply for grant funding under Model A (outreach to seniors); Model B (outreach to Hispanics); or Model C (outreach to Hispanic persons 60 years of age or older).

Applications must be submitted to FNS by 5:00 p.m. Eastern Time on Feb. 19, 2008. Because FNS anticipates a large response to this request, please submit your application early.

Q. Are public/private collaborations allowable under this grant competition?
A. Yes, as long as the applicant of record is a public entity (not a State or local food stamp office) or nonprofit organization with 501(c)(3) status. Note that State and local food stamps offices are not eligible to receive funds under this grant, either as an applicant, partner, or sub grantee. (Posted 12/18/2007)
 
Q. May a proposal targeting elderly Hispanic seniors be submitted?
A. Yes. Submit the proposal using Model C: Outreach to Hispanic Persons 60 Years of Age or Older. See page 6 of the Request for Applications (RFA.) (Posted 12/18/2007)
 
Q. May State/local offices apply to receive a grant?
A. No, State and local Food Stamp Offices are not eligible to apply for a food stamp outreach grant. According to the Food Stamp Act, outreach is an allowable administration expense reimbursed at the fifty percent rate. Therefore, State and local food stamp offices cannot receive a grant that pays 100 percent for outreach when, by law, they are reimbursed at the fifty percent rate for outreach.     However, offices within the same department as the food stamp agency that do not meet the definition of State or local food stamp office or receive administrative funds to operate a food stamp program may apply. (Posted 12/18/2007)
 
Q. If my organization participates in a State outreach plan as a contractor to a State food stamp agency, can we apply?
A. Yes, you may apply. However, you may not conduct the same activities as under the outreach plan because the cost of those activities is already fully covered. You may, however, apply for a separate set of activities. See page 7 of the RFA. (Posted 12/18/2007)
 
Q. When does the funding for these grants start?
A. The start date will be no later than Sept. 30, 2008. The period of performance is up to 2 years. (See page 2 of the RFA.) (Posted 12/19/2007)
 
Q. If my organization receives funding from a State agency, can we apply to receive an Outreach Grant?
A. Yes.  You may apply to receive a grant.  However, you may not conduct the same activities currently funded from the State agency because the cost of those activities is already fully covered.  You may, however, apply for a separate set of activities.  (See page 7 of the RFA).   (Posted 1/22/2008)
