Improve Infrastructure

The Department of Commerce is dedicated to enhancing the livability of Kansas communities. To this end, Commerce offers a variety of tools to help communities address their infrastructure, which might include roads, bridges, water and sewage systems, or even the local fire station. The Department’s primary tool for assisting communities with their infrastructures is the Community Development Block Grant program, which distributes almost $20 million in annual federal funds to Kansas communities. In addition to financial assistance, we also provide hands-on technical services and project consultations.

Community Capacity Building Grant Program:
The Community Capacity Building grant program provides funds for collaborative community development planning activities in cities or counties with fewer than 50,000 residents. (More...)


Community Development Block Grants:
This program distributes nearly $20 million in federal annual funds to Kansas communities in the categories of: Community Improvement, Economic Development, Urgent Needs, Housing, and Kansas Small Towns Environment Program (KAN STEP). (More...)


Community Service Tax Credit Program:
This program encourages contributions to private, nonprofit organizations for community services by providing income tax credits for businesses or individuals and privilege tax credits for financial institutions. (More...)


Incentives Without Walls:
These funds are available to designated Kansas Main Street downtown areas and may be used for a variety of downtown business needs. (More...)


Kansas Main Street Program:
The Kansas Main Street program helps community volunteers revitalize their town or city’s historic business district. (More...)


Kansas Partnership Fund:
The Partnership Fund program provides loans to Kansas cities or counties for infrastructure improvements directly related to specific business projects creating new jobs and capital investment. (More...)


Kansas PRIDE:
The goal of PRIDE is to maximize community and economic development efforts by encouraging all groups to coordinate and work collaboratively for community betterment. (More...)


Small Communities Improvement Program:
The Small Communities Improvement Program sets aside $500,000 each year for small communities that are undertaking improvement projects through sweat equity and volunteerism. The program is designed to assist communities with populations of 5,000 or less that are not eligible for other Department of Commerce assistance and might not have the capacity to provide matching funds. STAR Bonds:
STAR bonds provide Kansas municipalities the opportunity to issue bonds to finance the development of major commercial entertainment and tourism areas and use sales tax revenue generated by the development to pay off the bonds. (More...)
