Federal Financial Interventions and Subsidies in Energy Markets 2007 (also
available in printer-friendly version)
This report responds to a request from Senator Lamar Alexander of Tennessee that the EIA update its 1999 to 2000 work on Federal energy subsidies, including any additions or deletions of Federal subsidies based on Administration or Congressional action since 2000, and providing an estimate of the size of each current subsidy. Subsidies directed to electricity production are estimated on the basis of generation by fuel.

Analysis of S. 485, the Clear Skies Act of 2003, and S. 843, the
Clean Air Planning Act of 2003
On July 30, 2003, Senator James M. Inhofe requested “the Energy Information
Administration to undertake analyses of S.843, The Clean Air Planning Act of 2003,
introduced by Senator Thomas Carper, and S.485, Clear Skies Act of 2003.” Senator
Inhofe also asked the Energy Information Administration (EIA) to analyze S. 485 without
the mercury provisions and S. 843 without the mercury and carbon dioxide provisions.
This service report responds to both requests.

Analyses of Selected Provisions
of Proposed Energy Legislation: 2003
On July 31, 2003, Sen. Byron L. Dorgan requested that the Energy Information Administration
(EIA) perform a quantitative analysis of the energy consumption and oil savings that would
result from the Senate (H.R.6.EAS) and House (H.R.6.EH) energy bills in support of the Senate
and House conferees. This report responds to that request by summarizing EIA’s analysis of
those provisions that have the largest potential to affect energy consumption and supply.

The Electric Transmission Network: A Multi-Region Analysis
This paper examines the ability of the existing transmission network to respond efficiently to increased trade over four reliability regions in the northeastern United States. A power flow model is used to analyze the potential for expanding electricity trade, given the operational constraints of the transmission system and the availability and cost of generators.

Electricity Prices in a Competitive Environment (also
available in printer-friendly version )
This report presents the results of an analysis that focuses on two questions: (1) How are prices for competitive generation services likely to differ from regulated prices if competitive prices are based on marginal costs rather than regulated "cost-of-service" pricing? (2) What impacts will the competitive pricing of generation services (based on marginal costs) have on electricity consumption patterns, production costs, and the financial integrity of electricity suppliers?

The Effects of Title IV of the Clean Air Act Amendments
of 1990 on Electric Utilities: An Update (also
available in printer-friendly version )
The Clean Air Act Amendments of 1990 address numerous air quality problems in the United States that were not entirely covered in earlier legislation. One of these problems is acid rain caused by sulfur dioxide (SO2) and nitrogen oxides (NOx) emissions from fossil-fueled electric power plants and, to a lesser extent, from other industrial and transportation sources

Electricity Generation and Environmental Externalities:
Case Studies (also
available in printer-friendly version )
Electricity constitutes a critical input in sustaining the Nation’s economic growth and development and the well-being of its inhabitants. However, there are by-products of electricity production that have an undesirable effect on the environment. Most of these are emissions introduced by the combustion of fossil fuels, which accounts for nearly 70 percent of the total electricity generated in the United States.

Electric Utility Phase I Acid Rain Compliance
Strategies for the Clean Air Act Amendments of 1990
The purpose of this report is to provide information on strategies utilities are using to comply with Phase I of the Clean Air Act Amendments of 1990 and
estimates of the costs of selected utilities for compliance.
Compliance strategies are discussed including technological considerations and costs for the six main strategies: (1) fuel switching and/or blending, (2) obtaining additional allowances, (3) installing flue gas desulfurization equipment (scrubbers), (4) using previously
implemented controls, (5) retiring facilities, and (6) boiler repowering. Impacts on coal demand and supply are also examined.
