Alternative Dispute Resolution (ADR)
All USDA Agencies and Offices have an ADR program. ASCR provides policy guidance to USDA ADR Program
Managers through the Conflict Prevention and Resolution Center. ADR and related techniques are
used to resolve EEO complaints and to prevent and resolve workplace disputes and program conflicts.
Employees are strongly encouraged to use ADR to resolve conflicts at the earliest possible stage.
How to File an Equal Employment Opportunity Complaint
The EEO complaint process consists of the informal process (Step One), and the formal process
(Step Two). If you wish to file an EEO complaint, you must begin with the informal process.
Gay and Lesbian Employee Advisory Council
The Mission of the Gay and Lesbian Employee Advisory Council is to advise the Assistant Secretary for Civil Rights on implementing the Department's nondiscrimination policy regarding sexual orientation, and creating a work environment that treats all employees and customers equally, equitably and with respect.
Special Emphasis Program
Special Emphasis Programs are administered in the Office of the Assistant Secretary
for Civil Rights. These programs are an essential part of the Department of
Agriculture's civil rights program. They were created to provide the leadership,
coordination, and expertise necessary to address the unique concerns of women,
minorities and persons with disabilities in achieving equal opportunity in all aspects
of employment and program delivery activities.
