Clifford C. Eby, Deputy Administrator
Federal Railroad Administration
Clifford C. Eby was appointed the Deputy Administrator for the Federal Railroad Administration (FRA) on October 3, 2005 by U.S. Secretary of Transportation Norman Y. Mineta. He joins Joseph H. Boardman, FRA’s Administrator, in leading the agency that promotes and regulates the safety of the nation’s railroads.
Cliff Eby has oversight of day to day administrative operations and is responsible for the agency's rail financial assistance programs.
Cliff Eby most recently served as a Senior Vice-President for Parsons Corporation, a
California
based engineering and construction firm involved in a variety of transportation projects, including freight and passenger rail. During his years at the company he held a series of executive management positions covering operations, finance, business development, strategic planning, and technology.
In the early 1980’s, he served as the Director of Finance and Statistics for the Association of American Railroads where he analyzed railroad financial data and made economic presentations before the former Interstate Commerce Commission.
He co-authored Small Railroads
, a book about short-line railroads. In addition, as a young civil engineer, he was involved in the Northeast Corridor Improvement Project that made significant upgrades to track, equipment and other rail infrastructure between
Washington
,
D.C.
, and
Boston
following the creation of Amtrak.
Cliff Eby received his undergraduate degree from
Lehigh
University
in civil engineering and has an M.B.A. from
George
Washington
University
.
He is a registered professional engineer in a number of states.
Cliff Eby lives in
Maryland
with his wife Eugenia. They have three children.
