The Environmental Protection Agency (EPA) and the U.S. Department of Transportation are issuing the attached guidance on implementing the transportation conformity-related provisions contained in the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) jointly in order to provide a single source of information to those responsible for implementing transportation conformity. SAFETEA-LU made a number of revisions to the Clean Air Act's transportation conformity provisions. The document addresses each of these revisions and explains how to implement these changes during the period before the federal transportation conformity rule is revised.
We trust that you will find this guidance useful. Please feel free to forward it to your state and local air quality and transportation agencies.
