International norms ("guidelines") on water, sanitation and hygiene

"Setting, validating, monitoring and pursuing the proper implementation of norms and standards" ... is one of the six core functions listed in the General Programme of Work 2002-2005 of WHO.
In relation to water, sanitation and hygiene, this is achieved through development of normative "Guidelines".
