CONCLUSIONS

Based on the information reviewed, ATSDR concludes that:

  1. Airborne contaminant emissions from site operations pose a potential public health hazard for on-site workers/visitors and off-site populations.

  2. The frequency of the perimeter sampling to date is not sufficient to determine if emissions from site operations are representative of off-site emissions.

  3. Insufficient data for the air stripper air emissions are available to determine if off-site populations are being impacted.

  4. Particulate monitoring or time-weighted air sampling has not been conducted. This sampling is needed to determine if site-related metals are present at levels of occupational or public health concern.

  5. Real-time air monitoring readings detected in the cab of the backhoe indicate a possible occupational health concern.

  6. Periodic review of groundwater data is needed to ensure that water usage is not of public health concern.

RECOMMENDATIONS

  1. Conduct routine time-weighted sampling at the downwind perimeter during site operations. Consider full VOC analyses.

  2. Implement realtime monitoring and periodic sampling for particulates and metals, respectively.

  3. Conduct stack sampling for site VOCs during air stripper operations for use in modeling the air contaminant concentrations at off-site fallout locations.

  4. Determine if the backhoe operator (and other enclosed cab vehicle/equipment operators) is in an appropriate level of respiratory protection. Continuous realtime OVA monitoring inside the cab is recommended while the operator is excavating, spreading, etc., contaminated soils.

  5. Provide ATSDR with analytical results of the nearby agricultural wells for review.
