Business and Industry Guaranteed Loans (B&I Guar.) This program guarantees up to 80 percent of a loan made by a commercial lender to start or expand a rural business, especially in instances in which jobs will be saved or created in areas with populations of less than 50,000.

Intermediary Relending Program (IRP) This program provides 1% loans to intermediaries to establish revolving loan funds for the purpose of re-lending to small emerging private businesses.

Rural Business Enterprise Grants (RBEG)
USDA makes Rural Business Enterprise Grants to public bodies, nonprofits, and Native American tribes to encourage the development of small and emerging private business enterprises in rural areas.

Rural Business Opportunity Grants (RBOG)
Grants from this program provide for technical assistance, training, and planning activities that improve economic conditions in rural areas.

Rural Economic Development Loans/ Grants (REDL & REDG)
These loans/grants are provided to USDA-financed telephone and electric cooperatives to establish revolving loan funds or single purpose loans for businesses/job creation and community development in rural areas. Recipients receive 10 year, zero interest loans.

Value-Added Agricultural Product Market Development Grants (VADG)

In 2001, Rural Business-Cooperative Service . . .
  • Provided $13,064,720 in Business and Industry Loan guarantees for rural Oklahoma businesses.
  • Provided $3,102,760 in Business and Industry Loan direct loans to rural Oklahoma businesses.
  • Provided 450 job opportunities in rural Oklahoma through Business and Industry Loan funds.
  • Invested $1,274,289 in Rural Business Enterprise Grants to finance and facilitate development of small and emerging private business enterprises
  • Funded $1,838,000 for 6 projects through the Rural Economic Development Loan/Grant Program (the single largest year for this program in Oklahoma).
  • Awarded $695,000 in grants to allow producers to refine their agricultural products to increase their value to the end-user of their product.
