OPEER reviews, assesses, and evaluates FSIS programs. OPEER plays a key role
in decision making by providing the investigation, enforcement, and audit
capacity needed to ensure FSIS' efficiency and effectiveness.

Structure of OPEER
OPEER includes the Compliance and Investigations Division, Evaluation and Enforcement Division, Internal Controls Staff,
Office of the Chief Information Officer, Program Evaluation and Improvement Staff, and Review Staff.
Compliance & Investigation Division
The CID manages and directs investigations, case development, and documentation of
violations of inspection laws and regulations. CID consists of a Washington staff
and five regions.
Evaluation & Enforcement Division
EED takes the lead for FSIS in initiating criminal, civil, and administrative sanctions
for violations of FSIS laws and regulations.
Quarterly Enforcement Reports
summarize the enforcement actions FSIS has taken to ensure that products that reach
consumers are safe, wholesome, and properly labeled.
Internal Controls
Internal controls protect the organization's resources and assets from fraud, waste,

Office of the Chief Information Officer
The Office of the Chief Information Officer is responsible for supporting food safety,
public health, and food security requirements through development and implementation
of information systems.
Program Evaluation & Improvement Staff
PEIS provides leadership and technical expertise in the area of program evaluation. View

Review Staff (Domestic, State and Foreign)
The staff operates out of the
FSIS Technical Service Center/Policy Development Division in Omaha,
Nebraska. It designs systems, methods, guidelines, and procedures for reviewing
foreign,
State,
and domestic programs.
