All USDA Agencies and Offices have an ADR program. ASCR provides policy guidance to USDA ADR Program Managers through the Conflict Prevention and Resolution Center. ADR and related techniques are used to resolve EEO complaints and to prevent and resolve workplace disputes and program conflicts. Employees are strongly encouraged to use ADR to resolve conflicts at the earliest possible stage.
