  • Under this model of a small number of demonstration projects being managed and evaluated together, is the Children’s Bureau intention to have grantees with a maximum of characteristics in common, or grantees that are as unique as possible?

Children’s Bureau Response: Please refer to the program announcement, specifically to the “Purpose” section [page 3, first paragraph] and the “Approach” section of the Evaluation Criteria [pages 52-53].  It is up to the applicant to decide and propose a plan that is responsive to these criteria.
  • If a grantee’s State legislation or agency policy changed during the demonstration period, could a grantee change its program design?

Children’s Bureau Response: This question is unclear as submitted.  For further clarification to this question, please contact program directly [contact information to be found on page 62].
  • The program announcement refers to collaboration with the National Data Archive on Child Abuse and Neglect. Is there an expectation that data from this QIC and/or the demonstration projects would be archived at NDACAN?

Children’s Bureau Response: The program announcement calls for a strategy for information dissemination to include coordination with the National Data Archive on Child Abuse and Neglect (NDACAN) [page 22].
  • Can the RFP for demonstration projects require sites to provide certain data to the cross-site evaluation as a condition of their grant?

Children’s Bureau Response: Please refer to the program announcement, specifically the “Phase II: Implementation Plan Version A” section, number three [page 20] and the “Approach” section of the Evaluation Criteria [pages 52-53].  It is up to the applicant to decide and propose a plan that is responsive to these criteria.
