  • During the webinar it was suggested that the research and demonstration projects could be regional or national.  Could you please explain what is implied by the term "regional"? 

Children’s Bureau Response: The definition of a region is not specifically defined in the announcement.  Please refer to page 10 of the program announcement which states that “during the planning phase of the project, the grantee will work collaboratively with CB to decide how to address these questions…” Thus, it is up to the applicant to decide and propose a plan that is responsive to these criteria.

  • Can you provide some examples of the technical assistance that the lead agency should provide to the research and demonstration projects? 

Children’s Bureau Response:  Please refer to page 19 of the Program Announcement, bullets #4, #5, and #6 which describe the type of technical assistance to be provided to the prospective research and demonstration projects.

  • I have a question about the funding amount. In years 2-5, it says that $2,000,000 is allocated for the project, of which $1,600,000 is to be used to support research and demonstration projects and dissertations. This means that $400,000 annually is available to fund the QIC structure, Project Director, other required staff, etc.?

  • Page 13 of the announcement; (b) under Roles and Responsibilities says

Can you clarify what is really being asked/stated?

Children’s Bureau Response:  Please refer to the program announcement specifically, the Purpose section [pages 2-3], the “Objectives and Need for Assistance” section of the Evaluation Criteria [page 51, bullet #10], and the “Approach Section” of the Evaluation criteria [page 54, bullet ‘g’]. It is up to the applicant to decide and propose a plan that is responsive to these criteria and articulate how it will support the “collaborative problem solving among the selected projects and doctoral students receiving support through the QIC.”

  • Advisory Board
  a. Do we need to have folks lined up now or can we discuss more generally in the proposal the types of folks we would want at the table?

Children’s Bureau Response:  
Please refer to the “Approach” section of the Evaluation criteria [page 52, bullet #4].  The applicant will need to propose a plan that is responsive to the criteria.

  b. What is the expectation regarding the size of this group?

Children’s Bureau Response:  The program announcement does not require a specific size for the group. The applicant will need to propose a plan that is responsive to the criteria.

  c. Will we be expected to hold face-to-face meetings with this group?

Children’s Bureau Response: The program announcement does not provide specific details on how the group will meet (whether in-person or another format). The applicant will need to propose a plan that is responsive to the criteria.

  d. Can we pay folks to serve on the Advisory Board?

Children’s Bureau Response:  The program announcement does not provide specific details regarding reimbursement for members of the National Advisory Committee.  The applicant will need to propose a plan and a reasonable budget that is responsive to the criteria.

  • Given all the caveats concerning continued funding based on availability and that the selected bidder is subject to a Cooperative Agreement
  a. Is the expectation/hope that this effort will be funded for the full 5 years?

All of our discretionary grant programs are subject to the availability of funds each year and the satisfactory performance of the grantee.
