Program Manual

This Program Manual provides an overview of the U.S. Department of Veteran Affairs (“VA”) Pilot Loan Guarantee Program for Multifamily Transitional Housing for Homeless Veterans (“Program”).  The mission of the Program is to promote the development and operation of supportive multifamily transitional housing for homeless veterans in geographic areas of greatest need.  This Program Manual is to be used by the Applicants under the Program, developers of multifamily housing facilities, supportive and counseling service providers, VA staff members, and other interested third parties involved in the Program.  The Manual provides information on the:

The guidelines provided in this Program Manual are intended to be consistent with all applicable laws, Executive Orders, and VA regulations.  Guidelines should not be construed to supersede, rescind, or otherwise amend such laws, Executive Orders, and regulations.
