CDC is changing to meet the challenges of public health in the 21st century.  To address the shifting landscape of public health, the CDC has established four overarching Health Protection Goals focusing on healthy people, healthy places, preparedness, and global health.
 
Health Diplomacy  
 
CDC's Healthy People in a Health World - through Prevention Goal recognizes the critical role CDC plays in sharing knowledge, tools, and other resources with people and partners around the world to protect health and prevent or respond to disease.  CDC has staff assigned to more than 45 countries and has well-established global health programs that help reduce illness and deaths around the world.
 
The Basic Care Package  

    Basic Care Package

Public health professional are challenged with finding innovative ways to address long-standing health concerns.  This Public Health Grand Rounds spotlights the accomplishments of CDC in collaboration with the Ugandan Ministry of Health, The AIDS Support Organization, and Population Services International (PSI) / Uganda in improving health through an innovative intervention - The Basic Care Package.
 

This lifesaving resource was developed after research conducted in rural Uganda and elsewhere in Africa identified effective ways to promote health and reduce HIV/AIDS infections.  The Basic Care Package includes these components:

red arrow Two insecticide-treated mosquito nets
red arrow Water vessel, filter cloth, and bleach solution to disinfect water
red arrow Information on how to obtain HIV family counseling, HIV testing services, and cotrimoxazole (an antibiotic that reduces opportunistic infections among HIV positive persons)
red arrow Educational materials on how to use the components in the package
red arrow Condoms when requested by distribution site
 
To date, more than 120,000 Basic Care Packages have been distributed throughout Uganda to HIV-positive people and their families.  Based on individual studies of the package components, findings show the components help reduce deaths, hospital visits, and illnesses including malaria and diarrhea among HIV-positive people.
 
The Grand Rounds will explore lessons learned by the developers of the Basic Care Package about the usefulness of combining interventions to prevent multiple diseases; the importance of applying research and evidence-based interventions; designing sustainable interventions; and getting buy-in a the national and local levels to increase long-term health impact.

Public Health Grand Rounds Goal  
 
Research conducted in resource-poor countries not only helps improve public health systems in those countries, but also may be relevant in shaping activities and policies in developed countries.  In today's increasingly small world, public health is not isolated in one country or region-public health is global health.

This program will seek to increase knowledge and awareness of how the Basic Care Package and the research behind it have led to substantial program and policy changes within Uganda and may be applied to improve public health systems and deliver effective public health interventions in other countries.

1. Describe the challenges in implementing the Basic Care Package.
 
2. Identify the strategies used to foster successful interactions between governmental and nongovernmental organizations to design and implement the Basic Care Package.
 
3. Describe the role public health research played in the policy and program changes made in Uganda.
 
4. Describe how the Basic Care Package concept can be applied to reduce illnesses and deaths in developed and developing countries.

Public health leaders, managers, and professionals from local /state/provincial/district health departments; nongovernmental organizations; boards of health; hospitals; public and private clinics; academic institutions; staff members of international development organizations and federal agencies; state and local government officials and staff; and others who are interested in the Basic Care Program or concept in Uganda and how a thoughtful and well-researched public health intervention can affect policy change.
