"According to press reports today, the EU has indicated that it may be
willing to make small improvements to its agriculture market access offer. A
minimal change would not be nearly sufficient to the level that we believe is
needed for there to be new trade flows.
"Since last fall, the U.S. has been clear that we can work with something
between our offer and the G-20's offer on agricultural market access. In the
July 2004 framework we all agreed to ‘substantial improvement in market access.’
This isn’t a U.S. requirement -- it is the Doha requirement, and what will lead
to global growth and development."
