CONSTANTINOS MISKIS NAMED HHS REGIONAL REPRESENTATIVE
FOR ATLANTA REGION


HHS Secretary Tommy G. Thompson today announced Constantinos I. Miskis as the Secretary's regional representative for Region IV, based in Atlanta.

In his new position, Miskis will be the Secretary's direct representative responsible for guidance and coordination of HHS policies in the region. The area includes the states of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina and Tennessee.

"We are extremely pleased to gain an accomplished administrator such as Constantinos Miskis at HHS," Secretary Thompson said. "His professional healthcare experience, particularly in the areas of Medicaid and older Americans, will be an asset for the Southeast."

Prior to joining HHS, Miskis was the general counsel, director of legislative and legal affairs, and chief of staff at the Department of Elder Affairs in Florida. His responsibilities included developing, directing and implementing a legislative agenda and formulating a legislative package. He also managed the department's legal affairs, including administration, contracting and procurement, labor and employment, Medicaid, Older Americans Act, administrative law and outside counsel.

From 1998 to 2001, Miskis served as chief Medicaid counsel and later deputy general counsel at the Agency for Health Care Administration, Florida's Medicaid agency. As deputy general counsel, Miskis operated an $11 million annual budget and managed 162 employees, including 60 attorneys. As chief Medicaid counsel, Miskis served as an advisor to then-agency Secretary Ruben King-Shaw Jr., and was a member of the agency advisory team to the Executive Office of the Governor.

Miskis also held several leadership positions on health care panels, including the Florida HIPAA Committee, Florida Medicaid Pharmaceutical & Therapeutics Committee, Florida Medicaid Formulary Panel and the Florida Strikeforce Against Fraudulent Enterprises. Miskis authored the seminal authority on the Florida Medicaid program, the Florida Master Medicaid Guide in June 2001, and co-authored Enforcing Quality Standards in Long-Term Care: The False Claims Act and Other Remedies. He was also on the editorial board of the Florida Healthcare Journal and an executive research editor for the Florida Journal of International Law.

Miskis is a member of the Health Law Sections of the Florida State Bar and the American Bar Association, as well as the American Health Lawyers Association, the Dade County Bar Association, and the Tallahassee Bar Association. Miskis is admitted to the U.S. Eleventh Circuit Court of Appeals and the Southern, Middle and Northern U.S. District Courts of Florida.

Miskis graduated from the University of Florida College of Law in 1995, and received a bachelor's of political science from Florida International University.

He assumes the regional post today.
