The links are no longer being updated. 1992.10.16 : Grants -- Community-Based Drug Abuse Treatment Programs Contact: Tony Sims (301) 443-5052 October 16, 1992 HHS Secretary Louis W. Sullivan, M.D., today announced grant awards totaling $8 million to expand the capacity of 23 community-based drug abuse treatment programs. "These awards will provide new treatment capacity in jurisdictions where there is a documented gap between the need for treatment and the availability of existing treatment services," said Dr. Sullivan. "The awards are part of the President's effort to target expansion where drug treatment is needed most. The President has consistently asked the Congress to expand this program to meet these treatment needs. We will continue to do so until we get sufficient levels of funding." The awards were made by HHS' Office for Treatment Improvement as part of the demand reduction activities called for in the administration's National Drug Control Strategy. Governor Bob Martinez, director of the Office of National Drug Control Policy, said of the grant announcement, "These targeted dollars will go a long way in meeting the needs of individuals and communities hardest hit by the devastation of drug addiction. Our most vulnerable citizens will finally find the care and compassion necessary to get them off of drugs and back on the road to a meaningful life." By making more treatment "slots" available, the new grants will help: - More - - 2 - o decrease overall substance abuse within each community; o decrease alcohol and other drug-related social dysfunction; o improve patients' educational and vocational functioning; and o reduce other health problems among patients in treatment. "Striving to meet these objectives will not only help hundreds of individual substance abusers return to productive lives, but also will improve the health and safety of the entire community," said James Mason, M.D., assistant secretary for health and head of the U.S. Public Health Service. "The programs receiving the new OTI funds will give special emphasis to providing substance abuse treatment to individuals in need from certain target populations, including adolescents, pregnant and post-partum women and their children, racial and ethnic minority groups, permanent residents of public housing and homeless persons," Dr. Mason said. These capacity expansion grants will enhance treatment programs that foster the "OTI Treatment Model." Elaine M. Johnson, Ph.D., acting administrator, Substance Abuse and Mental Health Services Administration, said, "OTI recognizes addiction as a chronic and complex bio-psycho-social disease. Treatment is most successful when providers offer a sustained continuum of comprehensive substance abuse treatment, rehabilitation, and other health services, as well as related services provided through linkages with social services and education." ### NOTE: See attached.
