Sullivan, M.D., today announced that Robin H. Carle, daughter of Dr. and Mrs. Birdsall Carle, of Las Cruces, N.M., will become chief of staff for the department effective April 20. She will replace Michael J. Calhoun, chief of staff since September 1989, who has accepted a leadership fellowship with the Japan Society. In addition, Secretary Sullivan announced that Edward Hayes Jr. will join HHS as counselor to the secretary. "Robin Carle's proven talent and hands-on experience with the full range of HHS issues will mean a smooth transition in this position of key importance to the department," Secretary Sullivan said. Ms. Carle has served as executive secretary for the department since September 1989. In addition, she served on the HHS transition team from January to September 1989. She served as chief of staff for the Republican National Committee from December 1985 to October 1987. In addition, she served at the RNC as assistant to the chairman for political affairs, 1985; deputy director of political operations, 1984; director of political education and training, 1983. She was deputy director of the Bush-Quayle campaign in California in 1988, and served as executive director of the Nevada Republican Central Committee from 1981 to 1983. Ms. Carle is a graduate of Macalester College, St. Paul, Minn. She resides in Alexandria, Va. As counselor to the secretary, Hayes will occupy a new position, advising the secretary and overseeing special initiatives. From 1984 to 1992, he has been a partner with the Baker and Hostetler law firm in Washington, D.C. He was a founder and managing partner of the Hayes and White law firm, Washington, D.C., from 1975 to 1984. He is a graduate of Wesleyan University, Middletown, Conn., and the Stanford University Law School. He also served as law clerk on the Federal Trade Commission in 1972. He has served on the boards of Southeastern University, the Republican National Lawyers Association, the African Development Foundation and So Others Might Eat. In addition, he has served as a member of the U.S. Civil Rights Commission Advisory Committee and the International Business Committee of the D.C. Chamber of Commerce. He resides in Washington, D.C., with his wife Alice Hall Hayes and two children. ###
