BEVERLY MALONE APPOINTED
DEPUTY ASSISTANT SECRETARY FOR HEALTH


HHS Secretary Donna E. Shalala today announced the appointment of Dr. Beverly Malone as deputy assistant secretary for health in the Department Health and Human Services. She will serve as the senior advisor to the assistant secretary for health, Dr. David Satcher, in substantive program and political matters, in policy and program development, and in setting legislative priorities. She will also provide advice and counsel to the secretary on public health and science issues.

"I am extremely pleased that Beverly Malone is joining the HHS team," Secretary Shalala said. "She brings with her a wealth of experience in working with the nation's leaders in health care to formulate health care policy. She has also focused on health care quality issues, especially in minority populations."

"Dr. Malone's experience in education and health care will be of invaluable assistance to me, and I look forward to her participation in our efforts to improve the quality and availability of health care to all Americans," said Dr. Satcher.

Since1996, Dr. Malone has served as dean, interim vice chancellor of academic affairs and professor at North Carolina A&T State University, School of Nursing. In her various positions there, she worked closely with the chancellor and other administrative staff in strategic planning, and in the identification and implementation of major goals such as improving graduation and retention rates.

Since 1996, Dr. Malone has also served as president of the American Nurses Association, representing 180,000 nurse members across the United States. She acted as liaison between leaders and policymakers within the association, across government and throughout the healthcare field. She also served as the association's official spokesperson in public engagements as well as in testimony before Congress.

From 1983 to 1986, Dr. Malone was the assistant administrator for nursing at the University of Cincinnati University Hospital, where she founded a successful fee-for-service consultation department of clinical nurse specialists and nurse clinicians. She also developed an employee assistance program that in one year raised $3 million and became a university-wide model for similar programs. Dr. Malone's clinical experience includes practice as both a registered and medical surgical nurse in New Jersey in the early 1970s and the establishment of her own private practice in Ohio in 1975 consisting of personal therapy and professional consultation.

Dr. Malone's work has earned her placement on many government task forces. In 1998, she was appointed by President Clinton as a member of the U.S. delegation to the World Health Assembly. From 1996 to 1998, she was a member of President Clinton's Advisory Commission on Consumer Protection and Quality in the Health Care Industry.

Dr. Malone holds a bachelor's degree in nursing from the University of Cincinnati, a master's degree in adult psychiatric nursing from Rutgers -- The State University and a doctorate degree in clinical psychology from the University of Cincinnati.
