Charlotte M. Brantley Appointed Associate Commissioner of the
HHS Child Care Bureau


HHS Secretary Donna E. Shalala announced today the appointment of Charlotte M. Brantley as associate commissioner of the Child Care Bureau in the Administration for Children and Families (ACF).

"I am extremely pleased to welcome Charlotte Brantley to this very important position," Secretary Shalala said. "With her background administering child care in Texas, she is especially well-qualified to help us achieve the goal of making high-quality, affordable child care available to every child who needs it in America."

ACF's Child Care Bureau is dedicated to enhancing the quality, affordability, and supply of child care available for all families. The bureau administers more than $3 billion in federal funds to states, territories, and tribes to assist low-income families in accessing quality child care for children while parents work or participate in education or training.

Ms. Brantley has been involved in early childhood education throughout her professional career. After completing a master's degree in child development at the University of Texas at Austin in 1976, she joined the Child Development Faculty at San Antonio College. In 1980, she became a member of the faculty of the University of Texas. At both institutions she served as a model teacher in laboratory preschools, supervised student teachers and taught courses in early childhood development.

For the past 12 years, she worked in the Texas state government, first with the Texas Department of Human Services, and since 1996, with the Texas Workforce Commission, where she oversaw the administration of federal and state funded child care programs. In September 1998, she joined the ACF Child Care Bureau on a special assignment working with the Regional Offices and states on management of the Child Care and Development Fund.

Ms. Brantley is nationally recognized for her expertise in early childhood development and her knowledge of state and federal programs. She has served on several national workgroups and task forces focusing on child health, welfare reform, state and federal child care and early childhood development program administration, and child care quality improvement. She has also been involved in state and national research projects concerning the effects of child care subsidies on low-income families and children.

"We know that in order to succeed, working parents must have access to good child care. We also know that children derive lasting social and educational benefits from first-rate child care," said Olivia A. Golden, HHS assistant secretary for children and families. "I look forward to working with Charlotte as we continue to strengthen our efforts in early childhood development."

Ms. Brantley was born in Pittsburg, Kansas, and has two sons.
