The links are no longer being updated. 1994.09.12 : Appointment of Felicia Hance Stewart Contact: Lucy Eddinger (301) 594-4000 Monday, Sept. 12, 1994 CALIFORNIA GYNECOLOGIST TAPPED FOR PHS POPULATION OFFICE HHS Secretary Donna E. Shalala today announced the appointment of Felicia Hance Stewart, M.D., as deputy assistant secretary for population affairs in the Public Health Service. Dr. Stewart will have responsibility for the Office of Population Affairs and its management of the Title X Family Planning program and the Title XX Adolescent Family Life program. The Office of Population Affairs funds and oversees programs which provide family planning services, basic gynecological care and counseling and referral on reproductive health matters to eligible clients across the country. A graduate of Harvard Medical School, Dr. Stewart comes to the PHS from a private practice in gynecology as a member of the Sutter Medical Group, a multi-specialty group practice in Sacramento, Calif. She is the author of Understanding Your Body, a non- technical reference book on gynecology, and for the last 15 years she has been a co-author of Contraceptive Technology, a major reference source in the field of family planning. Secretary Shalala said, "In addition to a distinguished medical and clinical background, Dr. Stewart has demonstrated year after year her strong personal commitment to family planning and women's health." The Office of Population Affairs is part of the Office of the Assistant Secretary for Health within the Public Health Service. Philip R. Lee, M.D., assistant secretary for health and director of PHS, said, "Dr. Stewart brings a fine combination of research accomplishments and clinical experience to the Office of Population Affairs. I am delighted to welcome her to our PHS team." Because of her special interest in teen pregnancy and family planning, Surgeon General Joycelyn Elders, M.D., has oversight of OPA. Dr. Elders said, "My priorities are to do something about teen pregnancy and to make every child in America a planned and wanted child. I know that Dr. Stewart will be a strong ally in working to achieve these goals." Dr. Stewart was a physician with the Valley Center for Women's Health in Sacramento from 1973 until May 1992 when that corporation was purchased by Sutter Medical Foundation. She then practiced as care center physician-manager with Sutter Medical Group and also served as director of research with the Sutter Medical Foundation until her new appointment with HHS. She is also a member of the technical advisory committee, Contraceptive Research and Development Program, at the Eastern Virginia Medical School in Norfolk, Va. Dr. Stewart is a Phi Beta Kappa graduate of the University of California at Berkeley, 1965, with honors in biochemistry. She received her medical degree from Harvard University Medical School in 1969 and did her internship at Cambridge City Hospital as part of the Harvard Medical School program. She served her residency in obstetrics and gynecology at the University of California San Francisco Medical Center. ###
