Shalala today named David Gray Ross as deputy director, Office of Child Support Enforcement, in the HHS Administration for Children and Families. As deputy director, Ross is responsible for the development, management and oversight of the federal child support enforcement program. "David Ross brings invaluable experience and perspective as a judge who has been in the forefront of making child support work for children and families. He has seen and heard children and families in need and has made the difficult, daily decisions to help improve their lives," said Secretary Shalala. "It is that kind of experience that will help to enhance this administration's efforts to improve child support enforcement in this country." Ross most recently served for 15 years as a circuit court judge in Prince George's County, Maryland, where he was responsible for the child support and paternity adjudication efforts of the Family Law Division. He also served as a member of the Maryland General Assembly from 1970-1978 where he was a member of the House of Delegates' Committee on the Judiciary and a member of the House Committee on Ways and Means. From May 1968 to January 1970, Ross was a Prince Georges County juvenile court judge. Long active in the child support area, Judge Ross has received numerous awards including a Chief Justice Warren E. Burger "Healer" Award by the Children's Rights Council in 1993. In 1990, he was named as co-winner of the Golden Heart Award by ACES (Association for Children for Enforcement of Support). In 1989, Judge Ross was named "Family Court Judge of the Nation" by the National Child Support Enforcement Association. In 1986, he was honored as the "Judge of the Year of Maryland" by the Maryland Joint Child Support Council and in 1983 he received the "Judge of the Year of America" award from the National Reciprocal Family Support Enforcement Association. "I look forward to the contributions that David Ross will make to the national child support enforcement program. He is well- respected by those who work with this program whether as government administrators or as advocates," said Mary Jo Bane, assistant secretary for children and families and director, Office of Child Support Enforcement. Ross was born Aug. 9, 1935, in Quanah, Texas. He attended George Washington University, American University and the American University School of Law. He is a retired colonel, Judge Advocate General's Corps, United States Army Reserve, and has been an adjunct professor of management at the Florida Institute of Technology. In 1980, he was appointed by President Carter to the National Advisory Committee for Juvenile Justice and Delinquency Prevention.
