KEVIN E. VAUGHAN APPOINTED REGIONAL DIRECTOR OF HHS


HHS Secretary Donna E. Shalala today announced the appointment of Kevin E. Vaughan as Regional Director of the U.S. Department of Health and Human Services for Region III, which includes the states of Delaware, Maryland, Pennsylvania, Virginia, and West Virginia and the District of Columbia.

Vaughan, who began his career in government service in 1986, has worked at the local, state and federal levels of government to promote increased access to health care for all communities.

"Kevin Vaughan has worked tirelessly on issues of human rights and health and human services in the Philadelphia region," said Secretary Shalala. "His background as a strong advocate for the communities we serve will bring valuable insight to his new role as regional director."

Since 1992, Vaughan has served as the Executive Director of the Philadelphia Commission on Human Relations. The commission is charged with investigating charges of discrimination in housing, employment and public accommodation, as well as working to bring neighborhoods together. Under Vaughan's leadership, the commission made equality in the provision of health care one of its chief issues.

From 1986 until 1992, Mr. Vaughan served as the Director of Legislation to Councilman
Angel L. Ortiz in Philadelphia. Mr. Vaughan served on the city's Health and Human Services Committee dealing with the issues of AIDS, gun violence, substance abuse and funding for district health centers.

Vaughan has served on the board of various organizations including the Family Planning Council where he was council board president for seven of the last 10 years. He has also served on the board of the National Family Planning and Reproductive Health Association, the board of Calcutta House, an AIDS hospice in Philadelphia serving indigent people, and the International Network of Lesbian and Gay Officials, an educational and support organization for elected and appointed lesbian, gay, bisexual and transgendered persons holding public office.

A native of Newark, N.J., Vaughan moved to Philadelphia to attend the University of Pennsylvania, where he graduated in 1977. He took further studies there at the Fels School of Government before leaving to work in the Philadelphia City Council.
