Project XL
EPA initiated Project XL (eXcellence in Leadership) in 1995 as a national pilot program to help state and local governments, businesses and federal facilities work with EPA to develop and test innovative approaches to achieve better and more cost-effective ways to achieve environmental and public health protection. EPA accepted project proposals from 1995 through 2003, ultimately developing over 50 environmental innovation pilot projects.
