Community Action for a Renewed Environment (CARE) In addition to these resources, a new Community Action for a Renewed Environment program is available at the EPA. The new CARE program is a competitive grant program that offers an innovative way for communities to take action to reduce toxic pollution. CARE helps communities through local action, providing technical support and federal funding directly to the collaborative partnership working at the local level.
