Veterinary Services (VS) is responsible for detecting and responding to animal diseases incidents that occur within the United States and must cooperatively manage the data related to such outbreaks with our state and tribal partners. This requires a system that is available nationwide and is flexible to support numerous data requirements collected through various methods. EMRS supports this mission by providing a secure accessible system for data collection, management, and analysis utilizing a web-based comprehensive investigation, task and resource management suite and a universal information platform. Primary users of EMRS are Federal, State and Tribal Veterinary Medical Officers, Animal Health Officials, Animal Health Technicians, Animal Disease Specialists and Epidemiologists. First deployed in 2001, EMRS continues to satisfy its mission goals, providing Veterinary Services and cooperators with a management system for:
- Responses to animal disease outbreaks
- Routine surveillance of Foreign Animal Disease (FAD)
- Emerging Disease Investigations (EDI)
- All Hazard Animal Incidents

EMRS Access:
Everyone who needs access to the EMRS must Register. After filling out
and submitting the form your request will be
reviewed and processed.
Access is granted pending approval and based on
who you work for and why you need access. If you
do not receive instructions on how to access the
EMRS via EMAIL within a reasonable amount of time
(3-5 business days), please contact EMRS_Registration_Approvers@aphis.usda.gov
EMRS Technical Help:

limited to -
- Problems connecting to the EMRS Servers
- Logging In once access is granted
- Can't remember user password/user name

Important: Make sure to let ATAC know that you are contacting them in regards to a technical issue with the "EMRS VS IT System" (in the Subject of the email if using that method), identify whether you are an APHIS employee, State Employee (which state?), Federal non-APHIS user, etc., and provide them with detailed information regarding the
problem(s) you are experiencing.
