First 1,000 Days: 2003-2006

The First 1,000 Days is the inaugural Report of the Office of the Assistant Secretary for Civil Rights at the Department of Agriculture. It covers the period May 2003 through August 2006, and briefly describes the origin of the Office of the Assistant Secretary for Civil Rights and its many accomplishments.

Bridges To the Future: Annual Report of the Participation of Socially Disadvantaged Farmers
and Ranchers in USDA Programs


Section 10708 (a) of the Farm Security and Rural Investment Act of 2002, "Transparency and Accountability for Socially Disadvantaged Farmers and Ranchers; Public Disclosure Requirements for County Committee Elections," requires an annual compilation and public disclosure of data relating to the participation of socially disadvantaged farmers and ranchers in USDA programs.

The 10708 Report is a narrative and database describing the participation of socially disadvantaged farmers and ranchers in USDA programs. More than 71 programs were reviewed in compiling the narrative report, which contains more than 120,000 tables and 40 maps of USDA programs that are established exclusively for farmers and ranchers.

USDA posts this summary statistical Equal Employment Opportunity (EEO) complaint data under Title III, "Equal Employment Opportunity Complaint Data Disclosure," of the NO FEAR Act. The NO FEAR Act requires Federal Agencies to post cumulative year-to-date summary statistical EEO complaint data on a quarterly basis during each Fiscal Year (FY) on January 31; April 30; July 31; and October 31.

EEOC Form 715-01 EEO Program Status Reports

Management Directive 715 (MD-715) is the policy guidance, which the Equal Employment Opportunity Commission (EEOC) provides to federal agencies for their use in establishing and maintaining effective Equal Employment Opportunity (EEO) programs. The EEOC FORM 715-01 report is used by Federal agencies to document their progress in establishing and implementing EEO programs. ASCR's complete report is not available on the web. A copy of the full report may be obtained by submitting a Freedom of Information Act request to the
FOIA Officer.
