International Program
United States embassies, consulates, military legal assistance offices, and other international offices worldwide are provided tax products to distribute to anyone who has a Federal tax obligation.

United States Department of Agriculture
(USDA) Program 

IRS provides tax products to land-grant universities and county extensions. Program participation is established and administered by the USDA.
