The FNS Discretionary Grant Application Process

Applications to obtain a discretionary grant from the Food and Nutrition Service may be completed either electronically or by paper.  

Electronic application must be submitted through the Grants.gov website.  This website is designed to be user-friendly and contains numerous support features.  Each opportunity listed in Grants.gov includes a forms package.  The software for using and submitting the forms is available at no charge.  Anyone may browse the Grants.gov website. In order to complete and submit an application for a grant, however, there are 6 steps that must first be performed:

Paper forms and instructions needed to apply for any FNS grant are listed in each specific grant  announcement (Click here to view the latest list of FNS' open grant solicitations).  Generally, the forms required by FNS are:

  • SF-424  - Application for Federal Assistance

  • SF-424A - Assurances, Non-Construction Programs

  • SF-424B - Budget Information, Non-Construction Programs

  • AD-1047 - Certification Regarding Debarment, Suspension and Other Responsibility Matters

  • AD-1049 - Certification Regarding Drug-Free Workplace Requirements

  • Notice on Lobbying - Certification/Disclosure Requirements related to Lobbying

All completed applications must be received by 5 P.M. Eastern time of the due date. Applications must be mailed to the attention of the Grant Officer/Contact Person at:

 FNS does not accept faxed or e-mailed applications.
