Office of Competitive Sourcing

A centralized Office of Competitive Sourcing (OCS) has been established to provide oversight oversight responsibility, to facilitate fairness in streamlined and standard competitions, and to promote trust in the process.

The Office of Competitive Sourcing has functional oversight responsibilities for the Department's implementation of OMB Circular No. A-76, Performance of Commercial Activities. The Department views competitive sourcing as a method to, "…achieve excellence in management services and thereby improve overall Department management" [goal number 8 in the Department's strategic plan]. Competitive sourcing is aimed at improving efficiency, thus enabling HHS to effectively deliver health and human services. Competitive sourcing is not designed to simply contract out. Rather, it is designed to provide a level playing field between public and private offerors to a competition, encourage competition in the management and performance of commercial activities, and empower Federal managers to make sound and justifiable business decisions.
