Under subsection (a)(2) of the FOIA, agencies must make four distinct categories of records available for "public inspection and copying." These records are:

  1. final opinions [and] ...orders rendered in the adjudication of administrative cases

  3. certain administrative staff manuals that affect a member of the public

Partial deletions have been applied to the following FOIA logs pursuant to Title 5, United States Code, ยง 552 (b)(2), (b)(6), and (b)(7)(C) of the FOIA. Exemption (b)(2) applies to material related solely to the internal personnel rules and practices of an agency. Exemption (b)(6) of the FOIA exempts from disclosure of personnel, medical or similar records which would constitute a clearly unwarranted invasion of personal privacy. Exemption (b)(7)(C) of the FOIA relates to records or information compiled for law enforcement purposes only to the extent that the production of such law enforcement records or information, if disclosed, could reasonably be expected to constitute an invasion of personal privacy.
