This call solicits proposals for technology maturation funding. We
anticipate funding projects aimed at moving research from the “proof of
concept” stage to a degree of development sufficient to support pilot-scale
operations. Funding for the successful proposal(s) will be sufficient to
achieve the transition, given timely technical success. The business case,
including the potential for follow-on funding for these proposals, will be
held to a high standard.

It is important to note that proposals submitted in response to this call
will utilize a different format and will be reviewed using criteria and a
process that is different than for LDRD calls, so please pay close attention
to these changes.
The deadline for receipt of proposals is COB March 3, 2008. We ask that you
submit your proposal electronically through your respective
Chairperson/Division Head to C. Condemi (cyrena@bnl.gov).
In drafting your proposal, utilize the
Proposal Information Questionnaire (PIQ)
for Technology Maturation Funding, which can be obtained electronically at
http://www.bnl.gov/techxfer/TechMat.asp. Proposals that do not follow the
PIQ format will be rejected. It is suggested that you contact OIP at
oipsr@bnl.gov, x3035, or x4151 before filling out the PIQ.
Restrictions on Use of Technology Maturation Funds
Only BSA employees are eligible to participate in any way in a project
receiving Technology Maturation funds. Joint appointees, regardless of home
institution, are not BSA employees and may not participate. Some graduate
and undergraduate students are not BSA employees; they may not perform
duties related to the TM-funded project.
Awards will not be made to substitute for, or increase funding for any tasks
for which Congress or the DOE has established a specific limitation, or for
any specific tasks that are funded by DOE or other users of the Laboratory.
The TM program will not fund:
- Construction line-item projects, in whole or in part;
- Construction design beyond the preliminary phase (e.g.,
conceptual design, Title I design work, or any similar or more advanced
effort may not be supported);
- Capital equipment expenditures.
Guidelines for Proposal Development for Technology Maturation
Funding Requests
The proposal should present:
- The objectives, scientific or technological significance, and
commercial potential of the proposed work;
- The suitability of the approach and the methods employed;
- The qualifications of the PIs to undertake the project, specifically
experience in industry and/or previous participation in CRADAs, WFO, or
Licensing.
- Other technologies currently applied to the same or similar
problems;
- The current development stage of the project;
- A high-level project plan for completing the proposed research
project.
- The potential of the successful proposed research plan to be
commercialized; and
- The amount of funding required.
