HOWARD TALLMAN APPOINTED
AS UNITED STATES TRUSTEE
FOR COLORADO, UTAH, AND WYOMING

WASHINGTON, D.C. -- Howard R. Tallman of Englewood, Colo., has been appointed by Attorney General Janet Reno as United States Trustee for Colorado, Utah, and Wyoming (United States Trustee Region 19), the Justice Department announced today. The United States Trustee Program is a component of the Justice Department that supervises the administration of bankruptcy cases nationwide. The principal office for Region 19 is located in Denver; other offices are located in Salt Lake City and Cheyenne, Wyo.

Tallman has engaged in the private practice of law since 1986, most recently with the Denver law firm Block Markus Williams L.L.C., where he specialized in bankruptcy reorganizations and representation of financial institutions. From 1986 to 1995, Tallman practiced law with Holland & Hart in Denver, primarily representing creditors and debtors in Chapter 11 corporate reorganizations. Between 1980 and 1986 he worked as an attorney in the Denver office of the United States Trustee Program, rising to Assistant United States Trustee in 1982.

Tallman also has extensive experience in legal education. Before joining Block Markus Williams, he served as consultant to Continuing Legal Education of Colorado Inc., a non-profit legal education arm of the Colorado Bar Association and the Denver Bar Association. From 1977 to 1980, Tallman was an Assistant Professor and member of the legal staff of the New Jersey Institute for Continuing Legal Education, an educational joint venture involving Rutgers University Law School, Seton Hall Law School, and the New Jersey Bar Association.

Tallman received his Juris Doctor in 1975 from the University of Denver College of Law, and his Bachelor of Arts degree summa cum laude in 1972 from Villanova University in Villanova, Pa. In 1984 Tallman received an MBA degree in Finance from the University of Colorado Graduate School of Business.

Tallman's professional and civic activities include: serving on a Colorado Bar Association task force for developing mediation procedures and forms; serving as a faculty member of the National Institute for Trial Advocacy; lecturing at bar association and professional association training programs; performing pro bono legal work in conjunction with the Denver Bar Association; coaching and refereeing for youth sports leagues; and volunteering for children's health organizations.

Tallman's term took effect on March 29. Former Region 19 United States Trustee Barbara Shangraw resigned in June 1999 to move to California. Since then, William T. Neary, the United States Trustee for the Northern and Eastern Districts of Texas (Region 6), has served in addition as United States Trustee for Region 19.
