Construction Cost Estimation
The New Jersey Department of Transportation (NJDOT) uses Cost
Estimation System (CES) software for preparing construction
cost estimates to produce more accurate and consistent estimates
earlier in the engineering cycle.
CES provides a full range of capabilities from concept to the final
engineer’s estimate. As a result, estimators can now produce the
final estimate by moving smoothly from long range to detailed information.

Pay Item List (pdf 278k) (English units
only) are available for use in preparing Plans, Specifications,
and Engineer's Estimates using either the English 2001 or English
2007 Standard Specifications for Road and Bridge Construction in
the Trns*port software suite.

Asphalt Cement &
Fuel Price Index
The Asphalt Cement &
Fuel Price Index is computed each month from industry sources
(starting August 1990). It is used in preparation of the Asphalt
and Fuel Price adjustments, which are entered into the Final Engineer's
Construction Estimates.
The Asphalt and Fuel Price Adjustments for estimating purposes
can be calculated with the Fuel
and Asphalt Price Adjustment Spreadsheet (zip
11k).
