NatureServe is a non-profit conservation organization headquartered in Arlington, VA with regional offices in Boston, Minneapolis, Durham, Boulder, and Ottawa Ontario. We specialize in the field of biodiversity data management and are a leading source of information on rare and endangered species and threatened ecosystems. To achieve our mission, we work collaboratively with an extensive network of 80+ independent national and international member programs to collect, record, aggregate, analyze, and disseminate the biodiversity information needed to assess environmental impacts. NatureServe provides the methodology, data assessment, and technology frameworks needed to manage a large-scale biodiversity inventory. The data is used by our member programs, scientists, universities, government, corporations, and the public to make informed conservation decisions.

Summary of Position

This position is in the Conservation Information Systems Division (ISD), which provides the information management and technology frameworks for the organization. This includes the methods, tools, software, systems, and product support needed to effectively manage NatureServe data and make it accessible. This person will lead the deployment of these frameworks; playing a key role in defining and implementing the technology vision for the organization. They will supervise software engineering projects and staff in an integrated information technology (IT), geographic information system (GIS), and web services environment. They will lead, participate in, and advise associated business development activities. They will interact with all levels of personnel, Board members, member program staff, clients, donors, subcontractors, and consultants. Position involves occasional travel.

Essential Job Functions
  1. Supervise the Software Engineering Team (3-6 staff), performing life-cycle systems development, to include project and staff management, and staff development.
  2. Provide key contributions to a state-of-the-art and sustainable information management and technology vision for the organization, to include related annual and long-range planning.
  3. Lead the advancement, improvement, and sustainability of NatureServe’s information management and technology frameworks, as the basis for providing effective technology solutions for the organization, member programs, and clients. This includes learning member program, Conservation Services, and Conservation Science business needs for technology and regularly communicating progress on the frameworks.
  4. Identify and implement process and engineering improvements for the information management and technology frameworks and the software engineering practices used by ISD.
  5. Manage and perform hands-on life-cycle systems development for various projects to include technical documentation, quality assurance, and participating on and/or leading matrix project teams.
  6. Lead or contribute to all phases and types of business development related to ISD, to include opportunity identification and qualification, concept development, solution design, project estimating, and proposal development.
Required Experience & Qualifications
  1. Bachelors degree in Computer Science, Information Management, or related field.
  2. 5 years of project management experience with government/other clients and leading teams of 5+.
  3. Experience in all phases of business development, including estimating and proposal writing.
  4. Experience in agile development methodologies; life cycle systems development including technical documentation; system conversions/migrations; system maintenance, and enhancement management for systems to manage and publish geospatial data.
  5. Experience in the design of enterprise-scale software and web applications to include data modeling, management and optimization, and information and technology architecture.
  6. Experience in Java and .NET development, and with common Java technologies (J2EE, web frameworks [e.g., Spring, Struts, JSF]) and application servers (e.g., Tomcat, JBoss, Resin, JRrun, Orion), including knowledge of Java standards/JCR process and different Java versions.
  7. Experience with relational databases (e.g., Oracle, SQL Server).
  8. Experience with web services technologies, including REST, SOAP and WSDL.
  9. Demonstrated problem solving and organizational skills.
  10. Proven delivery skills and the ability to work within budget and meet deadlines.
  11. Ability to work both independently and as part of a team, including matrix teams.
  12. Excellent communication skills (listening, verbal, and writing).
Preferred Skills
  1. Experience with ESRI technologies (e.g. ArcServer, ArcView, ArcGIS, ArcSDE, etc.).
  2. Non-profit, environmental, and/or conservation experience.
  3. Background in biological sciences or natural resource management.
  4. Fluency in Spanish.
