Official Notices and Regulations Governing the Rural EZ/EC Program
The rural Empowerment Zones and Enterprise Communities program is governed by the official notices published in the Federal Register (FR) and by regulations published in the Federal Register and codified in the Code of Federal Regulations (CFR). The regulations were originally published in 1994 and have been revised several times since then. The current version of the regulations as shown below is effective for all designated rural Empowerment Zones, Enterprise Communities, and Champion Communities, regardless of what version of the regulations was in place at the time the community applied for designation in one of these three categories.
