When completing the health certificate, the consignee must be identified as an importing
agent who has a business address within the "country of destination". This is not the case for
the exporter or the consignor, who may be someone within the United States or from another
country.
Importing countries require that importers should be fully identified, which at a minimum, include
the name of the importer and the city where the importer resides. FSIS inspection personnel should
obtain a street address and state, if possible.
