There are several databases available to Federal Depository Libraries for free. Current databases available to all FDLs include:

  • STAT-USA/ USA Trade Online,
  • National Climatic Data Center Online Library,
  • NTIS DARTS (Depository Access to Reports, Technical & Scientific), and
  • Homeland Security Digital Library
GPO recommends that libraries catalog or otherwise advertise the availability of these services. Libraries may link to a Web page listing online subscription services accessible through the FDLP to depository libraries at no cost.

Individual Federal agencies are responsible for assigning passwords to interested libraries. To find out more about each of these databases and to get signed up for passwords, read more.

Agency Passwords

Passwords allowing free depository access to agency subscription services are assigned by the individual agency. Users of these online subscription services must be in the library to access the databases, and libraries must protect all user IDs and passwords.

To receive agency-assigned user IDs and passwords, follow the instructions for each agency.

DARTS (NTIS)

About the collection: Federal depository libraries have no-fee access to online technical reports from NTIS through DARTS: Depository Access to Reports, Technical & Scientific. Depository libraries are able to download at no charge the full-text electronic documents for which links are available.

To register: A DARTS Validation Form must be signed by your library director and faxed to GPO at 202-512-2300 before you receive access to DARTS. When your account is activated, you will receive two e-mails from NTIS that include a link to the main access page, a user ID, password, and account number. These will arrive in two e-mails for security purposes.

Terms of Agreement: By faxing the signed form your library has agreed to the terms on the form, which include:

  • Login information is for library staff only and should not be given to patrons;
  • Access by simultaneous users is supported but limited to a maximum of 30 workstations;
  • As the depository coordinator, you must be the primary point of contact for any branch libraries that may be participating;
  • You may not allow organizations outside your library to connect to DARTS using your account and password;
  • DARTS can be accessed from outside the library through an institution’s network if limited to library’s primary clientele and login is scripted so it remains unknown to the user.
  • Reports are not intended to be downloaded for additional distribution outside of your library users and the FDLP community;
  • A user session will be terminated if more than 10 publications are downloaded in one minute.

National Climatic Data Center Online Document Library

About the collection: Free depository access is available online for these otherwise fee-based titles from the National Climatic Data Center:

  • Local Climatological Data
  • Climatological Data
  • Monthly Climatic Data for the World
  • Monthly Normals
  • Storm Data
  • Hourly Precipitation Data

Libraries .with edu, .gov, or .mil extensions may access the Database without a user ID or password. There is no limitation on the number of concurrent users able to access the database.

To register: To obtain the user ID and password, the designated depository coordinator or the library director should submit a request for this information by using the “Ask a Question” feature on askGPO. Please include your depository library number in the request.

STAT-USA/Internet and USA Trade Online

About the collection: STAT-USA/Internet and USA Trade Online are two online resources for current and historical business, trade, and global economic information produced by the U.S. Government and made available by the Department of Commerce.

To register: Depository libraries can register for this service by submitting a STAT-USA/Internet and USA Trade Online Account Validation Form and agreeing to the terms of use. STAT-USA Internet  and USA Trade Online access is limited to two workstations within the depository. The same user ID and password is used for both resources. Libraries providing access to this collection should add item number 0128-P, Su Doc number C 1.91:, to their item selection profile.

About IP Authentication: STAT-USA also offers IP authentication for each depository library's two STAT-USA designated workstations. The IP authentication automatically logs in the two terminals without the need for user IDs or passwords.

IP authentication access requires a depository library to have unique dedicated IP addresses for the two workstations from which access is provided. These IP addresses must be fixed (not dynamically assigned) and cannot be shared by other terminals. NOTE: Choosing this option will eliminate any depository access to these services by a password.

To register for IP authentication access to STAT-USA, depository libraries should print and fill out the STAT-USA/Internet and USA Trade Online Account Validation Form. The completed form should be faxed to GPO at 202-512-2300.

Homeland Security Digital Library

About the collection: The Homeland Security Digital Library (HSDL) is a database of over 50,000 non-classified Presidential directives and policy and national strategy documents, as well as specialized resources related to Homeland Security. Prior to this partnership, HSDL was only available to Federal, state and local government officials, research institutions and the U.S. military. Additional information about the HSDL is contained in a presentation, "Terrorism and Security: What Information is Out There?" by Greta Marlatt at the Fall 2007 Federal Depository Library Conference.

To register: Academic and Federal agency libraries have the option of gaining access through IP authentication. All other depositories will be eligible for access via a password. Individual user names and password will be provided to all reference librarians. All libraries providing access to the HSDL should add item number 0520-B-24, Su Doc number HS 1.18:, to their item selection profile.

An HSDL Validation Form must be signed by your library director and faxed to GPO at 202-512-2300 before you receive access to HSDL. Once verified, your library will receive instructions on how to set-up an account from GPO.

Terms of Agreement: By faxing the signed form, your library has agreed to the terms on the form, which include:

  • Login information is for library staff only and should not be given to patrons;
  • You may not allow organizations outside your library to connect to HSDL using your account and password via your library's computer network.
