The Report of the Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction is now available from the U.S. Government Printing Office. It was transmitted to the President on March 31, 2005. The Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction was established in 2004 and charged with examining the capabilities and challenges of the American intelligence community concerning the capabilities, intentions, and activities of foreign powers relating to the design, development, manufacture, acquisition, possession, proliferation, transfer, testing, potential or threatened use, or use of weapons of mass destruction, related means of delivery, and other related threats of the 21st Century. The Unclassified Version of the Report of the Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction is available on GPO Access. The unclassified version of the report is available and searchable in its entirety by Report Section. Copies of the Unclassified Version of the Report can be ordered for purchase from the U.S. Government Bookstore online. The 2008 edition of the United States Government Policy and Supporting Positions, commonly known as the Plum Book, is now available from the U.S. Government Printing Office. Alternately prepared after each Presidential election by the Senate Committee on Governmental Affairs and the House Committee on Government Reform, the Plum Book provides comprehensive information on thousands of Federal civil service leadership and support positions in the legislative and executive branches of the Federal Government that may be subject to noncompetitive appointment, nationwide. It provides a current list of data, which includes the following major categories of positions: Executive Schedule and salary-equivalent positions paid at the rates established for levels I through V of the Executive Schedule; Senior Executive service "General" positions; Senior Foreign Service positions; Schedule C positions excepted from the competitive service by the President, or by the Director, Office of Personnel Management, because of the confidential or policy-determining nature of the position duties; Other positions at the GS-14 and above level excepted from the competitive service by law because of the confidential or policy-determining nature of the position duties. The Plum Book also provides information on SES appointments. Additionally, appendices provide information on the positions listed and the Federal salary schedules under which they are paid. The digital version is available on GPO Access. It has been made available in its entirety, as a single PDF file. GPO has refined the 2008 Plum Book by adding bookmarks to it and optimizing it for the web. The report is also available as a collection of smaller PDFs arranged in a browse table based on the Plum Book's table of contents. You can download entire chapters, or just information on individual commissions, councils, corporations, departments, offices, etc. In addition to being available on GPO Access, the 2008 the United States Government Policy and Supporting Positions (Plum Book) is also available through the U.S. Government Online Bookstore and the Federal Depository Library Program. The New Member Pictorial Directory: 111th Congress is now available on GPO Access. Files in the browse table are available as PDF files. The full New Member Pictorial Directory is also available in its entirety, as a single PDF file. This publication is available to the public in online format only. This preliminary version will be superseded by the Congressional Pictorial Directory for the 111th Congress, which will be printed and distributed to depository libraries in the near future.

The 2007 Privacy Act Issuances are now available through GPO Access, and the Office of the Federal Register web site. The Privacy Act Issuances contain descriptions of Federal agency systems of records maintained on individuals and rules agencies follow to assist individuals who request information about their records. The two sources of Privacy Act Notices are: the Privacy Act Issuances (Compilations 1995-Forward) and the Federal Register which has updates to the most recent Compilation. Previous editions are available as ASCII text files on GPO Access.

Volumes of the 2006 edition of the U.S. Code (Y 1.2/5: item no. 0991-A) are beginning to arrive in GPO's Library Services unit and are being prepared for shipment. Volume 1 (Organic Laws, Title 1 to Title 5) is being prepared for shipment on Shipping List 2008-0021-S. Stock for Volume 2 (Title 5 to Title 7) has just been received in our warehouse and will be prepared for shipment this week. As additional volumes are finalized and printed, LSCM will process and distribute the volumes as soon as they arrive.

The 2008-2009 edition of the United States Government Manual is now available on GPO Access. As the official handbook of the Federal Government, the United States Government Manual provides comprehensive information on the agencies of the legislative, judicial, and executive branches. It also includes information on quasi-official agencies; international organizations in which the United States participates; and boards, commissions, and committees. The Manual begins with reprints of the Declaration of Independence and the U.S. Constitution. The Manual is published as a special edition of the Federal Register (see 1 CFR 9.1). A typical agency description includes: A list of officials heading major operating units. A summary statement of the agency's purpose and role in the Federal Government. A brief history of the agency, including its legislative or executive authority. A description of its programs and activities. Information, addresses, and phone numbers to help users locate detailed information on consumer activities, contracts and grants, employment, publications, and other matters of public interest. GPO Access contains the U.S. Government Manual from 1995-96 through to the present. The new edition of the Manual is available to the public each year in the late summer. Files are available as ASCII text and Adobe Portable Document Format (PDF). In addition to being available on GPO Access, the 2008-2009 edition of the United States Government Manual is also available through the U.S. Government Online Bookstore and the Federal Depository Library Program. The Social Security Administration's 2007 Red Book, A Summary Guide to Employment Support for  Individuals with Disabilities under the Social Security Disability Insurance and Supplemental Security Income Programs, Part 1 of 2 and Part 2 of 2, was issued on shipping list 2008-0005-S. There was an error on the shipping list. The shipping list should have read "Part 1 and Part 2." Additionally, the books were mixed in the boxes GPO received. As a result, some libraries received part 1, and some received part 2. All libraries should have received both parts. GPO has extended the retention date for this item past the normal 60 days, so that libraries have the opportunity to obtain the missing part. If your library is in need of a missing part, please submit your claim before May 9, 2008. At that time, all residual copies will be exhausted.

On January 9, 2008, Office of Management and Budget Director Jim Nussle announced that the Budget of the United States Government would be released in a web-only format for Fiscal Year 2009 on February 4th, 2008. Mr. Nussle cited the cost savings of such a move as the reason for the discontinuance of paper copies of the Budget. GPO wishes to assure the members of the Federal Depository Library Program that we are committed to keeping the various Budget publications in printed format. To this end, OMB has agreed to provide GPO with files of the Budget documents that will be put to press for the purpose of dissemination to the public through the FDLP and Publication & Information Sales Program. We intend to ship these tangible copies of the Budget in conjunction with the February 4th internet release. The FDLP received paper copies of the House document version of the President’s Budget of the United States FY2009 and accompanying volumes. These volumes are being classed under Y 1.1/7: and distributed to all libraries under item 1004-E. The "Departmental Edition" is only available online and will be classed under the PREX 2.8:. The CD-ROM version will be distributed as PREX 2.8/1:2009 under item no. 0853-C. All House document volumes and the CD-ROM will be assigned to shipping list no. 2008-0121-P.

Federal depository libraries are reminded the small package delivery contractor changed in March to UPS. If your library still has any of the FedEx labels previously sent to return stock to Depository Distribution, please destroy those labels. Depository Distribution no longer has a Federal Express account for this service. If you are still in need of a return label, please request a new UPS label utilizing the askGPO service using the "Distribution/ Shipments" category under "Federal Depository Libraries".

A new microfiche vendor, Data Management Internationale, was recently selected for program 823-S (Bound Congressional Record), effective November 1, 2007, replacing Thomson West Court Records Service (West/CRS). Please send claims to the new contractor at the below address, which now appears on the shipping lists. Among them are 613-S (Code of Federal Regulations) and 562-S (Senate and House Committee Prints, Reports, Documents and Joint Committee Publications). Distribution of microfiche titles for these documents will resume when the contracts are awarded, projected to be in March. We will notify the community upon the selection of the new vendor(s).

Federal Depository Library Program stock for the August 1, 2007 issue of the Federal Register (SuDoc class: AE 2.106:72/147, Item no. 0573-C) must be reprinted. Stock for this issue is expected to be delivered to Depository Distribution to be prepared for shipment to depository libraries in approximately 5 days. Other August issues will continue to be processed for shipment boxes and will not be delayed. Please do not claim the August 1, 2007 issue.

The small package pick-up contract for Depository Distribution Division has expired. This contract is used to deliver selected publications to members of the Federal Depository Library Program. Our bid process has concluded and United Parcel Service (UPS) has been awarded the contract. The new service is to start on March 10, 2008. We do not anticipate any disruption in our services. The new service is being tested prior to implementation. If problems should occur which delays implementation, we will continue to use FedEx until they are resolved. Return Fed-Ex labels will continue to be sent if they can be processed and returned to GPO prior to March 10, 2008. We ask that all mailrooms, and staff responsible for the receipt of FDLP material be notified of this change. If you experience problems during the change over contact Distribution through normal channels.

In June 2006, President George W. Bush created the Task Force on New Americans that included Federal agencies working together in developing a series of initiatives to strengthen immigrant integration efforts. The work of the Task Force on New Americans focuses on inter-agency projects that aim to help immigrants to learn English, embrace the common core of American civic culture and become U.S. Citizens. The Task Force on New Americans worked with several other agencies, including the U.S. Government Printing Office (GPO) to design and produce a new product, The Civics and Citizenship Toolkit. The Toolkit is designed for immigrants at various stages in their journey towards American citizenship. Additional information on the Toolkit can be found at: www.citizenshiptoolkit.gov. The Task Force has set aside free copies for public libraries, who can request a copy when registering at this website. The Toolkit will also be distributed to all depository libraries at the end of July, early August. Public libraries in the FDLP will receive a copy through the FDLP and can request an additional copy from the Task Force website if they need additional copies. In addition, the Toolkit is available for sale from the GPO Online Bookstore. The toolkit contains a variety of educational materials designed to help permanent residents learn more about the United States and prepare for the naturalization process. It includes immigration and civics publications, handbooks, and multimedia tools. Some examples are: Welcome to the United States - a comprehensive guide for new permanent residents; The Citizen's Almanac, a collection of America's most cherished speeches, poems, anthems and documents, and Civics and Citizenship Multimedia Presentation, an engaging and informative film series on DVD for immigrants.

Recently, there have been some policy questions in regards to how the decision is made at GPO regarding selection of a publication to be distributed to all libraries under Item Number 0556-C or 1004-E. Any decision regarding what format a document is to be distributed to the program in is made following the guidelines of Superintendent of Documents Policy 301, "Dissemination/Distribution Policy for the Federal Depository Library Program." Additionally, when a decision is made regarding format deciding whether a publication will go to all libraries, subjective factors come into play including the intended audience of the publication, national relevancy of the subject matter, physical format, and requested distribution scope of the authoring agency. Availability of a title in GPO's Sales Program has no bearing on whether a title will be distributed to all libraries. In fact, many titles sent to all libraries are also sold by GPO.

A new Web page designed to keep libraries informed of weekly depository shipments has been released. The page can be accessed directly from the FDLP Desktop homepage from the "Shipping Lists This Week" module on the far right column. Library Services & Content Management will use the page to keep libraries informed of the shipping lists processed and distributed each week. The page will also be used to communicate system-wide issues or problems with depository shipments. The page is updated each Friday, unless system-wide issues or problems with shipments need to be reported.

GPO's Depository Distribution division has begun using UPS as its small package pickup contractor. There is now a new process for return labels. This streamlined process will allow for fewer misdirected packages. When Distribution receives a request for a return label, that request will be entered into the UPS Ship Master. The request is then forwarded to the UPS processing office in your area. The UPS Driver will come directly to your facility, pick up the box, label the box, and return it to GPO’s Depository Distribution division. If your mail is received in a central facility, such as a mailroom, you should take the package to that area for pickup. The pickup should take place within 24 hours after entry into the UPS Ship Master.

GPO Congressional Publishing Services (CPS) has informed Library Services and Content Management that there is an error in the following publication: Title: 108-2, U.S. Congressional Serial Set, Senate Document, Nos.20-29, Serial No. 14870, January 20-December 7, 2004 SuDocs Class: Y 1.1/2:SERIAL 14870 Item No.: 1008-F Shipping List No.: 2008-0014-S Shipping List Date: 01/22/2008 This title was distributed to libraries entitled to receive the bound Serial Set (regional libraries and 1 library in each state) only. CPS is requesting that this publication be returned to GPO. Each library selecting item no. 1008-F will receive a first class mailing label from GPO. It will be sent to the address listed in the Federal Depository Library Directory and be addressed to the documents coordinator. The mailing will include a return mailing label and a tracking sheet that will be used by GPO for inventory control purposes for each volume returned. Libraries should use the return label supplied and include the tracking sheet in the volume when it is returned. If you select item 1008-F and do not receive the Serial Set volume recall mailing from GPO within 10 days of this posting, please contact: Laurie B. Hall, Director, Library Technical Information Services. Serial Set 14870 should be returned as soon as possible so that the error can be corrected. If we have not received your returned volume by February 29, 2008, LSCM staff will be contacting you. Once all volumes have been received, work will commence at GPO to repair the error. When this is completed, each serial set volume will be returned to its library. It is anticipated that this process will take approximately 4-6 weeks from time of GPO receipt of Serial Set 14870.
