To help the regulated community comply with the requirements of the Hazardous Materials Regulations (HMR), PHMSA's Training and Outreach staffs provide publications, self-training products, and in-person training opportunities.

The Hazardous Materials Safety Assistance Team (HMSAT) is responsible for face-to-face outreach and compliance assistance in the field of hazardous materials transportation. Wherever you live in the United States, an HMSAT member has responsibility for your region, and is available to address your hazardous materials transportation training concerns.

PHMSA signed a MOA with the National Library of Medicine (NLM), to publish PHMSA's 2008 Emergency Response Guidebook as a software application on mobile devices for use by emergency responders.
 
PHMSA Issues Notice on Hazardous Materials Emergency Preparedness Fees
PHMSA–2007–27181 (Notice No. 07–2); 2137-0586: statutory provision authorizing PHMSA to request information from states concerning fees related to the transportation of hazardous materials.
Seminars, Workshops, and Meetings
The Hazardous Materials Safety Assistance Team (HMSAT) is responsible for live training to the regulated community and offers two-day seminars and one-day workshops. Experts throughout the hazardous materials transportation community provide this in-person training. These free training events are for anyone who offers or transports hazardous materials in commerce or has a desire to learn more about the HMR.

Training Requirements
49 U.S.C. § 5101 et seq. is the basic statute regulating the transportation of hazardous materials in the United States. This law requires the training of ALL hazmat employees.

Publications and Training Modules
The Office of Hazardous Materials Initiatives and Training (OHMIT) has the primary responsibility for providing training publications in support of the HMR, through its publications development branch.

Among the training materials available are self-paced CD-ROM based training modules, brochures, and other printed materials.
