Office of the Chief Counsel
Advises, assists, and represents PHMSA's pipeline and hazardous materials safety programs and provides legal guidance for the agency, oversees the preparation and use of legal instruments, assists and advises on a broad range of technical and diverse legal issues, represents the agency in cases involving civil rights allegations of discrimination and provides advice on personnel and employment matters. The attorneys serve the public by developing, implementing, and promoting legal, ethical and practical agency actions that have been coordinated with interested parties.
 
Office of Governmental, International, and Public Affairs
Promotes public and government understanding of, and support for PHMSA programs, activities, policies, and strategies; and coordinates with other agencies and other countries.
 
Office of Hazardous Materials Safety
Carries out a national safety program, including security matters, to protect against the risks to life and property inherent in the transportation of hazardous materials in commerce (other than bulk transportation onboard vessels).
 
Office of Pipeline Safety
Carries out a national program to ensure the safe, reliable and environmentally sound operation of the Nation’s pipeline transportation system.
 
Office of Contracts and Procurement
This full-service contracting operation provides support to many phases of the procurement cycle, including pre-award / post-award contracting functions, contract administration, and contract closeout.
 
Office of Human Resources Management
Advises and assists in directing, coordinating, controlling and assuring the adequacy of the PHMSA human resource and personnel management programs, including recruitment and placement, employee relations and services, and career development.
 
Office of Civil Rights
Assures implementation of civil rights and equal employment opportunity precepts in all official actions and monitors the operations of activities and programs receiving PHMSA financial assistance to ensure compliance with nondiscrimination requirements. Contact this office for information about EEO programs and initiatives including training, reasonable accommodation requests, and discrimination complaints processing.
Training Center (Oklahoma City, OK)
The Training Center is centrally-located within the heartland for both hazardous materials and pipeline safety, hands-on classroom training. A cadre of technical experts in Oklahoma City and satellite training staff in each of the PHMSA regions provide strong training and program support. The Center also provides web-based training and distance learning for participants.
Special Investigations (Washington, DC)
 
Special Investigations
This office is responsible for investigations of Hazardous Materials Enforcement complaints and routine oversight of the hazardous materials industry based on risk analysis throughout the nation. Complaints and oversight are typically related to explosives, cylinders and cylinder manufacturers, UN packaging, or radioactive materials and nuclear fuel.
