Objective:
Develop collaborative arrangements with international research institutions working in disease surveillance and detection methodologies. Establish collaborations with international animal health research institutions in order to maximize the progress made in vaccines and biotherapeutic solutions to global animal disease problems.

Approach:
Holding project to distribute funding to locations for research on emerging animal diseases that exist offshore. FY2004 program increase.
