Briefly

John Kirlin is the Assistant Deputy Director for Supplemental Nutrition Assistance Program Research in ERS' Food Assistance and Nutrition Research Program (FANRP). His research interests are in the areas of program evaluation, research design, the impacts of electronic benefit transfer (EBT) systems, consumer decisions regarding program participation and food purchasing, and nutrition education.

Background

Prior to joining ERS, John was at the Office of Research, Nutrition, and Analysis (ORNA) at USDA's Food and Nutrition Service where he served as ORNA's project director for the WIC Special Project Grants program and designed and managed several evaluation projects. Prior to coming to USDA, John directed a number of evaluations of food assistance programs while a senior associate at Abt Associates Inc., including an Assessment of WIC Cost-Containment Practices and several evaluations of EBT pilot demonstrations for the Food Stamp Program.

Education

John has a Ph.D. in Urban Planning from Harvard University.
