Corps reviews permit application from Shelter Cove

PORTLAND, Ore.—The U.S. Army Corps of Engineers is evaluating a permit application from Shelter Cove Home Association to discharge fill material into the Siuslaw River near Florence, Ore.

The proposed project would involve discharging about .6 acre of fill into the river. A series of riprap revetments would be placed along 660 feet of the riverbank. A 2-foot-by-10-foot keyway would be excavated to stabilize rock placement. Also, a filter fabric would be placed along the slope face to prevent dune migration above the revetment. At the toe, class 700 riprap and buttress fill would be placed to provide a level foundation base. Exposed dunes would be covered with an erosion control blanket and seeded with appropriate plant species.

The purpose of this project would be to control erosion of a tidal sand dune into the river, to protect six lots in the Shelter Cove Subdivision.

If the permit is issued, the Corps will determine what is appropriate and practical compensatory mitigation.

As part of its permit evaluation process, the Corps is requesting public review and comment on the proposed project prior to making its permit decision.

The Corps also is soliciting input from federal, state and local agencies and officials, Indian Tribes, and other interested parties in order to consider and evaluate the impacts of this proposed activity on endangered species, cultural resources, water quality, general environmental effects, and other public interest factors.

The Corps will evaluate the permit request under Section 404 of the Clean Water Act for discharge of dredged or fill material into waters of the United States and Section 10 of the Rivers and Harbors Act of 1899, for work in or affecting navigable waters of the United States.

A permit will not be issued until the state has concurred with the applicant’s certification that the described activity complies with Section 401 of the Clean Water Act and Section 307 of the Coastal Zone Management Program.

The Corps has determined that the proposed activity will not require formal consultation under Section 7 Endangered Species Act of 1973.

The proposed project is not located on property registered in the latest version of the National Register of Historic Places. This notice has been provided to the State Historic Preservation Office.
