Corps reviews permit request from Bay Breeze Golf Course

Portland, Ore.-The U.S. Army Corps of Engineers is evaluating a permit application from Bay Breeze Golf Course to place fill material into wetlands adjacent to a tributary of Juno Creek near Tillamook, Ore.,

The proposed project would expand the golf course to meet U.S. Golf Course Association standards.

The proposed project involves constructing golf cart bridges and wider paths. A total of 1,166 linear feet of wetland would be impacted using about 136 cubic yards (cy) of fill material. Path construction would permanently impact .17 acre of wetland. A total of 750 linear feet at four locations would be impacted for bridge construction. The installation process would require a removal of 33 cy of material and placing 47 cy of fill, permanently impacting .02 acre of waters of the United States.

The applicant proposes to offset permanent impacts to .19 acre by enhancing .56 acre of palustrine emergent wetland. If the permit is issued, the Corps will determine what is appropriate and practical compensatory mitigation.

As part of its permit evaluation process, the Corps is requesting public review and comment on the proposed project before making its permit decision.

The Corps also is soliciting input from federal, state and local agencies and officials, Indian Tribes, and other interested parties in order to consider and evaluate the impacts of this proposed activity on endangered species, cultural resources, water quality, general environmental effects, and other public interest factors.

The Corps will evaluate the permit request under Section 10 of the Rivers and Harbors Act of 1899, for work in or affecting navigable waters of the United States, and Section 404 of the Clean Water Act for discharge of dredged or fill material into waters of the United States.

A permit will not be issued until the state has concurred with the applicant's certification that the described activity affecting land or water uses in the coastal zone complies with the State Coastal Zone Management Program, Section 307 of the Coastal Zone Management Act of 1972.

Also, because the proposed project may affect an endangered or threatened species or its critical habitat, the Corps will initiate consultation with the NOAA Fisheries, under Section 7 of the Endangered Species Act of 1973. A permit for the proposed activity will not be issued or denied until the consultation process is complete.

The proposed project is not located on property registered in the latest version of the National Register of Historic Places. This notice has been provided to the State Historic Preservation Office.
