Corps reviews Columbia River permit applications

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing two applications for Department of the Army permits for work in waters of the United States. The public notices of these permit applications were issued during the week of Dec. 10.

Public Notice NWP-1993-194, requested by Kenneth Buck. The project is located in the Columbia River at 3501 Northeast Marine Drive in Portland, Ore. The applicant proposes to dredge about 17,500 cubic yards of sediment from 2.7 acres within an existing marina.

Comments on this proposal must be received by Jan. 9.

Public Notice NWP-2007-916, requested by the Port of Vancouver, Wash. The project is located in and adjacent to the Columbia River between river miles 103.5 and 105.5.

The Port proposes deepening and maintenance dredging the Grain Terminal and Berths 2 and 4 at Terminal 2 and Berths 7, 8 and 9 at Terminal 3. The Port also proposes maintenance dredging Berths 1 and 5 at Terminal 2 and Berths 10, 13 and 14 at Terminal 4.

The Port requests approval to remove up to 50,000 cubic yards of material to deepen the berths and up to 150,000 cubic yards to maintain them.

Comments on this proposal must be received by Jan. 11.

The Corps of Engineers is soliciting comments from the public; federal, state and local agencies; Indian Tribes; and other interested parties on these permit requests. Copies of the public notices are at http://www.nwp.usace.army.mil/op/g/public.asp.

The Corps of Engineers issues or denies permits under authority of Section 404 of the Clean Water Act for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with their permit request, it will be considered. If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation.
